ASHLEY LINEHAN (High Down Prison)
AWARD WINNER 2025-26: Ash receives his Award, as a Custodial Manager at HMP/YOI High Down, for his inspirational leadership, his unyielding commitment to excellence, and his caring and dedicated approach to his staff and the men in his care – “he uplifts teams, improves lives, and enhances the establishment as a whole”.

This nomination was drawn up by Tricia Leathem – Head of Business Assurance, HMP/YOI High Down; and signed off by Emily Martin – Governor, HMP/YOI High Down. It followed an initial recommendation from Supervising Officer, Bethany Logan.
Introduction
I am delighted to nominate Ashley Linehan – known to everyone as Ash – for a Butler Trust Award. With 27 years of dedicated service at HMP Highdown, Ash is not only an exceptional Custodial Manager but also the heart of every team he’s part of. Loved by staff and prisoners alike, Ash is the kind of leader every establishment dreams of having. The Prison Service is genuinely lucky to have him.
Reasons for the nomination
Throughout his long and distinguished career, Ash has worked in every area of the prison – through its transitions from Category A to B to now Category C – and has left a positive, lasting mark in each one. His depth of experience is matched only by his commitment. When Ash held the post of permanent Oscar 1, the jail ran more smoothly than ever before. His leadership brought structure, calm, and efficiency, and everyone – staff and prisoners – felt the difference.
Ash doesn’t just do the job; he lives and breathes it. He consistently goes above and beyond, dedicating his time, energy, and heart to both his team and the men in our care. He’s the most supportive manager anyone could ask for – always available, always listening, and always looking out for the wellbeing of others. Staff morale is noticeably stronger when Ash is around. People have full faith in him, not just because he’s capable, but because he genuinely cares.
One of Ash’s most impressive contributions has been his leading role in establishing our new PIPE (Psychologically Informed Planned Environment) progression unit – the first of its kind in the country, designed for men with personality disorders and learning disabilities. When others were hesitant or obstructive, Ash pushed forward, driven by the belief that we could create something better – something that would truly make a difference. One year in, the unit is already being recognised nationally for its success, and it simply wouldn’t exist without Ash’s vision, drive, and sheer determination.
Ash is not just great at his job – he is irreplaceable. He inspires loyalty, trust, and respect from everyone around him. His presence uplifts teams, improves lives, and enhances the whole culture of the establishment. He embodies the values of the Butler Trust through and through: integrity, compassion, and excellence in service.
It is impossible to overstate the impact Ash has had – and continues to have. He is one of the best people the Prison Service has, and I can’t think of anyone more deserving of this recognition.

Ash is one of the most compassionate and supportive people i have met in my prison career to date. He is genuinely thoughtful and wants the best for everyone he manages and looks after. It is clear to see that those that work for him would often run through walls for him and that is not something you see everyday.
I have worked closely with him on a few things and see his ability to bring out the best in others or to throw a metaphorical arm round others and guide and look after them when they need it most.
